ESCAP HRD Course for Youth Development

The ESCAP HRD Course for Youth Development is a collaborative effort of ESCAP, the Christian Conference of Asia and the Evangelische Zentralstelle Fur Entwicklungshilfe, Germany, under the project "Promoting HRD among Youth in Transitional and Less Advantaged Countries".

The project, which came to a close in December 2000, aimed to promote youth participation and economic self-reliance in selected countries, through the training of governmental and NGO personnel who work with youth. The training curriculum covered the principles, skills and methods utilized in the planning, monitoring and evaluation of skills development programmes for youth.

Since the project's inception in September 1997, training courses for youth officers and workers have been held in Bangladesh, Cambodia, China, the Lao People's Democratic Republic, the Maldives, Myanmar, Nepal and Viet Nam. The training curriculum has been continuously modified to reflect the needs of youth officials and workers trained in those countries.

In conjunction with the training curriculum, the training manual for the ESCAP HRD Course for Youth Development has been developed as a resource for youth worker trainers at the national and local levels. It contains four modules as follows: Module I, Perspectives on Youth and Development in Asia and the Pacific; Module II, Project Planning and Management; Module III, Project Monitoring and Evaluation; Module IV, Project Proposal Development; and Module V, Communicating with Youth.

Follow-up activities to the training courses supported under the project have included policy dialogues which have served as the basis for the development of a national youth policy as well as training of trainers courses.

A new phase of the project has commenced in January 2001, focused on strengthening national HRD capabilities in poverty alleviation and conflict negotiation skills for youth.
