Mandate

ESCAP's mandate in the field of human resources development (HRD) comes from the Jakarta Plan of Action on Human Resources Development in the ESCAP Region, adopted by the Commission in 1988 and updated in 1994. Under Phase I (1988-1991), the institutional framework for implementation of the Plan was laid through the establishment of national focal points for HRD. In addition, the regional ESCAP Network of Centres of Excellence for HRD Training and Research was formed. During Phase II (1992-1995) ESCAP, along with other United Nations agencies, implemented a series of pilot projects (both national and regional). In addition, the ESCAP HRD Award was established in recognition of exemplary work in the field of HRD. The current Phase III (1996-2000) focuses on capacity building of local institutions, both government and NGO, through training of national personnel.

Mission Statement

ESCAP's mission in the field of human resources development (HRD) is to strengthen national capacity to plan and deliver HRD services to the people of Asia and the Pacific. This is done through the development of institutions and the enhancement of government performance to promote HRD. Targeted HRD services include education and skills development, employment and health. The programme is implemented by the HRD Section of ESCAP.
