| People's Participation for Community Development

Many countries in the region have embarked on comprehensive rural development programmes to alleviate poverty. An important factor in the success of these programmes has been the participation of the rural poor. NGOs, including community-based organizations, have been doing commendable work in outreach programmes for the rural poor in many countries. Many of these organizations have contributed to local capacity-building through mobilizing community members to organize themselves and participate in development activities. A major element of this work has been the development of human resources, through education and skills training, employment generation, health promotion, nutritional improvements and family planning. Improved access to these inputs is vital to enhancing the productivity and hence, the earning capacity and quality of life of the poor. The promotion of people's participation in community development is, therefore, the theme for the 1996 ESCAP HRD Award. |
